2024 Class EA for Provincial Transportation Facilities and Municipal Expressways – General Information Session

On February 22, 2024, the Minister of the Environment, Conservation and Parks approved the Class Environmental Assessment for Provincial Transportation Facilities and Municipal Expressways. This presentation will highlight the critical changes as part of the 2024 Class EA, supporting a streamlined delivery of transportation infrastructure, balanced with environmental protection.
The Presenters are:
Shannon Gauthier
Shannon Gauthier is the Manager of the Environmental Services Office at the Ministry of Transportation in the Indigenous Relations and Environmental Policy Branch. Shannon’s team is providing environmental technical expertise on provincial transportation infrastructure across a variety of factor areas including environmental assessment, noise, archaeology, heritage, fisheries, etc. Prior to joining MTO, Shannon was at the Ministry of the Environment, Conservation and Park in the Environmental Assessment Branch leading the review/coordination of several individual and streamlined environmental assessments include the Ring of Fire Road projects.
Sarah Raetsen
Sarah Raetsen is a Team Lead in Environmental Services Office at MTO overseeing the guidance and roll out of the 2024 Class EA and providing environmental assessment project support across MTO. Prior to joining MTO, Sarah was at the Ministry of the Environment, Conservation and Parks (MECP) as part of the Environmental Assessment Program Support team specializing in the renewable energy approval program, and providing program support for environmental assessment. Sarah also has extensive experience at MECP in policy development to modernize approvals and rolling out special programs like the one-year service standard for environmental compliance approvals.
Ramona Afante
Ramona Afante is a Team Lead in the Environmental Services Office at MTO where she co-leads the roll-out of the amendments to the Class EA and supports environmental assessment modernization efforts led by the Ministry of the Environment, Conservation and Parks (MECP). Prior to joining MTO, Ramona came MECP reviewing applications for renewable energy approvals, environmental compliance approval for air, and conducting research and program analyses to support transitioning industry to a low-carbon economy. Ramona also worked at various environmental consulting companies where she was responsible for completing environmental compliance approval applications, environmental assessment applications, and environmental engineering design projects for air pollution control technologies and groundwater remediation.
