Road Construction Senior Inspector (RCSI) designation

ACEC-Ontario is the official program provider of Highway Construction Inspection, Contract Administration, and Road Construction Contract Administration recertification courses, on behalf of The Ontario Association of Certified Engineering Technicians and Technologists (OACETT) and MTO for the Road Construction Senior Inspector (RCSI) designation.

On September 22, 2021, the Government of Ontario implemented a proof of vaccination system to access certain non-essential services, this includes entering meeting spaces and conference halls.  In accordance with this new requirement and ACEC-Ontario’s own in-person event policy, all participants attending in-person MTO courses will need to be fully vaccinated.  For 2022, the Highway Construction Inspection (HCI) and Contract Administration (CA) courses will be held in-person, and the Road Construction Contract Administration Recertification course will be delivered online.

When registering for HCI or CA, you will be required to confirm that you will be fully vaccinated by the time the course commences.  Full vaccination means that you are two weeks past your second dose of a two-dose Health Canada approved COVID-19 vaccine, or two weeks past your dose of a single-dose Health Canada approved COVID-19 vaccine.  On first attendance at each course, all participants and instructors will be required to provide, at the point of entry, proof of identification and proof of being fully vaccinated against COVID-19.  Failure to provide proper documentation will result in the participant being turned away from the course. 

ACEC-Ontario will not be retaining any information or documentation provided by course participants in relation to the proof of vaccination requirement.

Please note: no refund will be provided for those who register for either course but fail to prove their full vaccination status when attending the course. 

2022 MTO DATES:

  • Contract Administration: Monday January 10, 2022, to Friday January 14, 2022
  • Highway Construction Inspection: Monday January 31, 2022, to Friday February 4, 2022.  If needed, a second session will run Monday February 28, 2022, to Friday March 4, 2022
  • Road Construction Contract Administration Recertification: Wednesday January 12, 2022 & Wednesday February 2, 2022

About Highway Construction Inspection

This course is intended for personnel at the junior inspector level, with 1-2 years of field experience, who want to advance to the senior inspector level or for contract administration personnel who wish to enhance their understanding of the contract inspection and administration process. Ministry of Transportation Ontario (MTO) construction personnel with responsibilities for consultant assignments will also benefit from this course. With appropriate field experience, this course is approved to meet part of the criteria of the MTO/OACETT Road Construction Senior Inspector (RCSI) designation. This course is a prerequisite for Contract Administration course.

About Contract Administration

This course will prepare consulting engineering personnel for the role of Contract Administrator and is also intended for MTO personnel with responsibilities for consultant assignments. With appropriate field experience, this course is approved to meet part of the criteria of the MTO/OACETT Road Construction Contract Administrator (RCCA) designation.

About Road Construction Contract Administration Recertification Course

This course is designed to update consulting engineering personnel on changes in policies and procedures, as well as administration and inspection procedural clarifications relevant to MTO Contract Administration Assignment. This course is also relevant for MTO personnel with responsibilities for consultant assignments and contractors.

This course is aimed at road construction contract administrators and is a requirement to maintain your RCCA designation. All OACETT members with the RCCA designation are required to complete the Road Construction Contract Administrator Recertification course every three years.

Who should be signing up for MTO courses?

MTO courses are for a range of audiences. Junior Inspectors, with 1-2 years of field experience are able to register for Highways Construction Inspection (HCI). In addition, Contract Administrators and MTO personnel with responsibilities for consultant assignments are encouraged to further their skills through this training. Consulting Engineers that are preparing for the role of Contract Administrator are also recommended to enroll. 

Can I take Contract Administration before I take Highway Construction Inspection?

Anyone pursuing their OACETT road designation must take the Highway Construction Inspection course before they are able to take the Contract Administration course. If you are not pursing the OACETT road construction designation, you are eligible to take both courses in the same year.

IMPORTANT INFORMATION

ACEC-Ontario and our MTO instructors are working to make this shift to a virtual classroom as seamless as possible.  At this time there we are unsure if 2022 courses will be held in-person or online.

What is included in my registration fee?

During the pandemic courses were only offered online. During this time registration covers the cost of materials and the course.

The in-person course registration fee includes: the course and materials, hot breakfast and lunch, an AM and PM snack, and parking.  All overnight accommodations and transportation to the and from the course are at the cost of the participant.

When are courses held?

Dates are still to be determined for the 2022 programs.

CANCELLATION POLICY

  • Courses must be paid in full. Failure to submit payment will result in the registration being cancelled, as waiting lists are maintained.
  • Cancellations received in writing, more than 10 business days prior to the start of the course will be assessed a $100.00 cancellation fee (per person, per course). Please notify Lauryn Weinberger (lweinberger@acecontario.on.ca) of cancellations.
  • Cancellations received less than 10 business days prior to the start of the course are non-refundable. Refunds will not be given if the registrant fails to attend any part of the course.
  • Qualified substitutions are allowed within the same course and date without incurring a cancellation fee. Please notify Lauryn Weinberger (lweinberger@acecontario.on.ca) of substitution notice prior to the start of the course.
