About the Metrolinx Progressive Contracting Sub-Committee

The Metrolinx Progressive Contracting Sub-Committee was established to provide a collaborative forum for Metrolinx and ACEC-Ontario members to advance the implementation and maturity of progressive contracting delivery models. The Sub-Committee serves as a platform to jointly discuss challenges, opportunities, and lessons learned from progressive contracting projects, with outcomes and recommendations brought forward to the broader Joint Committee.

Given the growing proportion of Metrolinx’s capital program being delivered through progressive contracting, the Sub-Committee plays a key role in supporting continuous improvement, alignment, and shared understanding between owner and consultant perspectives.

Meetings

  • The Metrolinx Progressive Contracting Sub-Committee meets monthly.
  • Meetings include representation from both Metrolinx and ACEC-Ontario, with the Metrolinx Joint Transit Engineering Committee/ ACEC-Ontario (Joint Committee) present to ensure alignment and continuity.
  • Members commit to engaging in discussions in a manner that upholds fairness, transparency, collaboration, and mutual respect, while maintaining a professional and constructive approach throughout their participation.

Key Responsibilities:

  • Attend and actively participate in scheduled Sub-Committee meetings.
  • Contribute practical insights based on direct experience with progressive contracting and alternative delivery models.
  • Review and provide feedback on materials, discussion papers, and draft recommendations.
  • Collaborate with Metrolinx representatives and ACEC-Ontario members to identify shared challenges and solution-oriented actions.
  • Support the development of clear, actionable recommendations for consideration by the Joint Committee.
  • Act in a non-partisan, confidential, and professional manner while representing the interests of the consulting engineering industry.
